An African-American Prep School Transformed
Laurinburg Institute, the nation’s oldest private Black Prep School, emerges from one of its darkest periods just in time to celebrate its 103rd birthday.

Few institutions have embodied African-American history as completely as Laurinburg Institute. Laurinburg Institute reflects a history of Excellence and Achievement. It is now the only Black institution of its kind in the United States. Started in 1904 by Emmanuel Monty and Tinny McDuffie, with only a small piece of swamp land and a dream of providing quality education and guidance for black children. That dream is being realized every day, but it has not been without a tremendous challenge.

The Laurinburg Institute is a private, non-sectarian preparatory school offering residential education in grades 9 through 12. Capacity enrollment is 135 boys and girls from all over the United States and many foreign countries.

The leadership of the School has remained in the McDuffie family through three generations. Frank H. McDuffie, Sr. son of Emmanuel and Tinny was President from 1953-1990 and was succeeded by his son Frank H.”Bishop”McDuffie. The family has truly dedicated their lives and committed themselves to the education and welfare of young men and women from all walks of life.

In 1904 at the request of Booker T. Washington by the parents of Dr. McDuffie, Laurinburg Institute is currently the only independent secondary boarding school predominantly African-American owned and operated in the U.S. for 103 years (1904-current) it served as the only independent secondary facility for African-American students in Scotland County.
Laurinburg Institute has played host to some of the most famous and influential African Americans of the 19th and 20th centuries. Dizzy Gillespie, the pre-eminent Black Jazz Musician, Sam Jones, Called "Mr. Clutch" by many of his peers, Sam Jones was one of the linchpins of the fabulous Boston juggernaut of the 1950s and 1960s. His uncannily accurate bank shots, lightning quickness, and cool demeanor helped the Celtics win 10 NBA Championships in the 12 years he played with the team. During his career Jones racked up 15,411 points at a 17.7 points per game clip, and shot .803 from the free-throw line. Selected to the All-NBA Second Team three times and an All-Star five times, he was elected to the Naismith Memorial Basketball Hall of Fame in 1983, Charlie Scott His basketball pedigree, which took root on the campus of the University of North Carolina, is second to none. After a successful college career in which he helped kick start the Tar Heel hoops tradition as the school's first African-American starter, Scott played a key role on the US Olympic team in 1968. Then, after two years in the ABA in which he averaged 30.6 points per game, he joined the Phoenix of NBA in 1971, with whom he made the All-Star team three times in four seasons. Perhaps his greatest moment as a Celtic came once again on the visitor's court, this time in Phoenix. Scott paced Boston with a solid 25-point effort in the historic Game 5 against the Suns. He also added 11 rebounds, three assists, and five steals. Other notables, Laurinburg Institute Prep had 14 players sign NCAA Division I scholarships in November and will have 6 more sign in April. The Tigers might have as many as three players opt out of college and enter the NBA draft in June. The Tigers are led by 7-1 Ivan Chiriaev, who has indicated that he will certainly enter the NBA draft, 6-10 Memphis recruit Shawne Williams, 6-10 LSU recruit Magnum Rolle, 7-0 Memphis recruit Kareem Cooper, 6-4 Washington recruit Robert Sallie and 6-11 Iowa State recruit Kellen Lee. 6-3 guard Jamel White has signed with Nebraska, Mike Smith with Ole Miss, Mitch Mullis with Charlotte, Antonio Anderson with Memphis and Robert Dozier has signed also with Memphis. Several national recruiting analysts have called Laurinburg Prep the best prep team ever assembled.

Celebrating its 103rd anniversary this year, Laurinburg Institute continues to showcase the viability and promise of the small private, historically Black Prep. This anniversary comes at a time of uncertainty and financial hardship for many small Black institutions. Laurinburg itself only recently overcame arguably its largest financial crisis since the school began.

In 2007, the prep school was facing a 850,000.00 annual operating budget. However, A group of Laurinburg Institute Alumni pulled together and identified themselves as the, "Dream Team" and decided to launch a Fundraising campaign and title it, "Sewing Seeds for our 2nd Century." Since minimal time the "Dream Team" installed their faith, steps from God, and working together as a team and immediately began to make a difference by contributing their own monies of $1000.00 per team member, and the institution has since found its bearings under the covenant of God through tithing. Laurinburg Institute's financial turnaround has sparked a new sense of optimism about the future of the College Prep School.

Under the support of the "Dream Team", Board Members, as well as the McDuffie family Laurinburg Institute has taken on a new life and is poised to grow," speaks Arlene Crawford a successful Alumni of Laurinburg Institute and a "Dream Team" member.

“I would say on the broader institutional issues, The Dream Team, Board Members, as well as the McDuffie family has been very strong and positive on behalf of Laurinburg Institute. This collective group has taken a troubled institution, stabilized it, and gotten it in a position where it can begin to rebuild and have a positive future,” adds Arlene Crawford. Laurinburg Institute may not be as picturesque and visually impressive as some other small rural campuses in the state, like the local High School The buildings at Laurinburg are mostly brick concrete and sprawl across a flat spread in Scotland County. They project an austere, almost industrial look to the campus. But that cold, impersonal image is almost immediately dissolved by the palpable, family-oriented spirit that pervades the campus and manifests itself in the interactions among the faculty members, administrators and students.

It’s not unusual to see Mr. Frank H. Bishop McDuffie, Laurinburg’s President, and Headmaster winding his way through campus buildings, dispensing hugs and high-fives, teasing some students, and urging others to make appointments with him to discuss serious matters. Bishop conducts himself like the concerned Headmaster at an urban high school or the adult brother prodding younger siblings and cousins to do their best.
Arlene Crawford, a successful 1983 Alumni., says the personal, caring spirit of Bishop and his family had sparked her own intellectual and social growth. She says that spirit helped ease the transition from her city of Boston Massachusetts life to existence in isolated, rural Laurinburg NC.
Bishop and his family sets a strong example of how a president can prove a motivating force to students like herself.

Laurinburg’s faculty and staff radiate a can-do spirit that seems to be absorbed by the students. In contrast to the days when the prep school lost staff, enrollment dropped and low pay, administrators like Bishop can now talk confidently about prep school plans to build new dormitories to accommodate student enrollment growth. And they are stepping up efforts to secure fundraising funds to enhance the school campus and faculty.

Currently, Laurinburg enrolls 45 residential students and operates a continuing educational and athletic division that serves roughly between 45 to 60 students. Since fall 2007, tuition, fees and room and board for residential students have stayed consistent at $14,088.00 Ninety-five percent of Laurinburg Institute students rely on financial aid.

A complete reorganization of the school’s academic programs, combined with an aggressive fund-raising campaign, was necessary to start the healing process at Laurinburg Institute.
Laurinburg Institute plans to host a number of alumni events during the spring, summer and fall, aimed at spotlighting the work of the history of Laurinburg Institute and the future of the school. As a representative and Dream Team member I feel that Laurinburg Institute will transform itself over recent years.
Laurinburg’s ability to attract resources, expertise and funding reflects the school’s historic stature and its importance to the nation.
“We’ve had the worst of times and the best of times since 1904,” The Dream Team will generate the better of times.

Primary role is to support the Proposal Manager to execute a variety of proposal activities. Tasks include but are not limited to:

Working with volume leads and authors, as directed, to resolve issues related to preparation of proposal deliverables such as interviewing subject matter experts and contributors to extract their relevant experience, knowledge, recommendations, etc.

Compiling, editing and producing proposal sections and other deliverables based on those interviews

Compiling, editing and producing review versions of documents (e.g., Pink & Red Team)

Assisting in post-review activities such as deciding how to address review comments and guidance to include making recommendations on ways to improve text messages, construction, grammar, clarity, organization; then working with authors as required to implement proposal team actions; be able to essentially take the lead post-red team on specific deliverables where changes are more editorial than substance

When not actively engaged on specific proposal efforts assist Proposal Group in organizing existing information for more effective use and creating reusable proposal documents
Applicants selected will be subject to a government security investigation and must meet the eligibility requirements for access to classified information.
Qualifications
*U.S. Citizen

Solid computer skills particularly Word and Share Point.

Minimum 5-10 years performing a similar function within a Government technology services provider

Must have successfully performed this function for several large, complex proposals comprising large, multi-disciplined teams, internally and externally (e.g., several active, contributing subcontractors)

Thorough understanding of the proposal development process and government solicitation documents

Hands-on experience with GPO Style Manual and other similar, relevant standards representing best practices for proposal and document preparation

Description
This position is a member of the Technical Services team supporting all Corporate applications (such as CORE Finance/HR, PDM, Remedy, Ariba, Emp Portal etc).

Responsible for applications database support and any associated custom-developed conversions, interfaces, and bolt-ons, including on-call availability on a 7x24 (rotation) basis.

Provide consultation to design teams in building custom objects, tuning, data security, data integrity, and optimization of code.

Perform development code reviews and enforce standard practices and policies (such as the 11-step development life cycle and ITPM project methodologies).

Assist in developing and enforcement of database architecture standards.

Responsible for development and/or production Oracle database instances for database availability, developer tools, user access, performance tuning, vendor patches, including working with other DBA groups, CBS IT Services, Help Desk and Worldwide Oracle Support to resolve problems, as well as other database-related responsibilities as needed.
Qualifications
EDUCATION / SKILLS - FUNCTIONAL / TECHNICAL:

B.S. Computer Science, Industrial Engineering, Business or equivalent

3-4 years experience in Oracle Database Administration (development and/or production)

Knowlegde of Oracle Applications and/or eMatrix software is a plus

Experience with Oracle 9iAS, workflow, routing, and portal technologies

Experience in client/server and Oracle development tools (ie: UNIX, networking, SQL*Net, FTP, SQL, PL*SQL,

Developer2000, VI/shell scripts, schedulers, end-user query tools, etc.)

Experience in client/server environment
